
About the College
Purbanchal College, formerly known as “Silapathar Commerce College” due to its dual streams in Arts and Commerce, was renamed by order of the Govt. of Assam and Dibrugarh University. Established in 1996, it is the only premier institution offering higher education in both Arts and Commerce in the Jonai Legislative Assembly Constituency (114 ST Reserved). Located in the socio-economically backward interstate border area between Assam and Arunachal Pradesh, the college serves a diverse population of castes, creeds, tribal, and ethnic groups, many of whom are first-generation students from socially deprived families.
Purbanchal College is situated at Jyotinagar in Silapathar Town, just 1/2 km from the Silapathar-Lekabali main road. The college environment is calm, quiet, and healthy, fostering academic growth. Since its inception, the college has provided UG-level education, serving both local and Arunachal Pradesh students.
The college received permanent affiliation from Dibrugarh University in 2007, and later, UGC’s 2(f) and 12B recognition. Provincialized by the Govt. of Assam in 2013, it continues to evolve with new courses, ICT introduction, and infrastructure development.

Code Of Conduct For Students
- Wearing of College Uniform during college hours is compulsory.
- BOYS: Black long Pant & White Shirt
- GIRLS: Salwar Kameez & Mekhela chadar
- Salwar Kameez with maroon Dupatta, White Salwar top & pant.
- White Mekhela Chador and Blouse with Maroon Stripes.
- Students must be regular and punctual in attending their classes.
- Ragging in any form is strictly prohibited within and outside the college campus. Anybody found guilty of it will be penalized to the extent of rusticating from the college.
- Smoking, chewing of tobacco, gutkha, etc. are strictly prohibited in the college campus.
- It is the duty of every student to keep the college campus clean and beautiful. Spitting, writing and sticking bills on the walls and trees are strictly prohibited.
- Use of mobile phones in the class room is strictly prohibited.
- Students should utilize most of their leisure time in the college library.
- Every student should have fellow-feeling among them and sympathetic feeling for each other.
- Students must park their bikes and bicycles in their respective stands.

Disciplinary Action
Violation of rules, unsatisfactory progress, irregular attendance, irregular clearance of college and hostel fees, unruly conduct, adoption of unfair means during examinations etc. Are some of the offence which may make students liable for disciplinary actions like termination of scholarship, forced transfer from college, temporary suspension, fine and event expulsion from college.
Guideline for Students
1. Familiarise yourself with the college rules as notified from time to time.
2. Requires regular attendance of class.
3. Look up the notice board regally.
4. Maintain discipline in and outside the college campus.
5. Keep your college clean.
6. Do not use mobile phones inside the classrooms.
7. Don’t spit on walls and in classrooms. Do ot write or stick anything on walls, desks benches.

Students are admitted on merit basis and admission is subject to Dibrugarh University regulations. There is a provision of reservation as per Central/State Government Rules
Rules of Admission
- For admission to BA 1st Semester class, a student must have passed higher Secondary or equivalent examination from a recognized board or council.
- Admission is purely on merit basis. However students with good sports background will also be considered bases on their credentials.
- Application for admission is to be submitted through online.

National Service Scheme (NSS)
NSS, under the Ministry of Youth Affairs & Sports Govt. Of India. It operates beyond Campus and functions as an Extended activities. It promotes integrity, Universal brotherhood and team Sprit. The Cell takes up certain activities like, national Integration camp, Blood Donation Camp, Plantatio, Immunisation, Shramdan, Disaster Management, Adventure Programmes etc.

College Magazine
The College magazine is brought out annually to encourage original writing and literary activities among students. The Magazine is edited by the student editors elected annually by the students. The editors (Assamese and English Section) work under the guidance of Professor-in-charge
Reservation Rules
- Reservation of seats for students belonging to SC, ST (Hills), ST (Plains), OBC, MOBC, TGL and Differently Abled students are followed as per Government rules.
- Seats may be allotted to students having outstanding performance record in the field of sports, culture, NCC, NSS, and other Extra-curricular activities.
- Free Admission for students securing above 75%.

Students Union
College students union is the democratically elected Body. The terms of office of the union body is for one academic year. The main concern of students union is to ensure welfare of students as well as overall development of the institution. The union annually organises college week, freshmen social, publish annual college magazine, wall magazine, and organize farewell etc.

Attendance ester Examinations, held by the Dibrugarh University. This rule is strictly applicable to all the subjects, irrespective of Compulsory, Honours or Core subjects.
College Uniform
Students must wear the college uniform in the college i.e. white kamij, white salwar with orange dopatta. During winter they may wear navy blue cardigan or blazer. They must put on the college identity cards.
Identity Cards
The students must put on the identity card in the College campus. If the Identity Card is lost it may be repurchased on cash payment of Rs. 100/-.
